[FRIAM] backup dialup

Here's an extracurricular question for the list:  

I keep a backup dialup connection for those occasional times when my satellite connection goes down, out here in the boodocks.  Since I only use it a few minutes a year, I'd like to figure out the least expensive way.  The ideal would probably be little or no monthly charge, and then per-minute for actual use.

Any ideas?
