I'm pretty impressed with HostIP mentioned below.

Apparently they're using the community to get the IP<>GeoLocation
mapping.
I'm sure its been done, but it would make a Geo-traceroute work
nicely. The API is fairly nice too, even integrating nicely into the
unix shell!
One thing it suggests is a way for an agent based model to run on a
globe:

It shouldn't be difficult to simply have nodes with ip addresses
planted on the globe and have edges connecting them for modeling
purposes. Using Google Earth instead would be better, but heck, at
least its possible with simple hacks.
