One thing is to do is to require these crucial systems be open source.
Maximally expose all potential vulnerabilities. Give out $100k+
bounties for breaking the software in artificial settings. It's in
stark contrast to what goes on now:

Software companies like Microsoft have been forced by media interests to
provide Digital Rights Management in their software, including
technologies like sealed drivers. So certainly the U.S. government
could also create strong incentives to vendors writing secure open
source software for applications like voting.
