I imagine Obama administration had assembled a road-tested team, say..

Application development:

1.       Senior software engineer, a Latin American male recruited from Microsoft

2.       Senior software engineer, an unusually talented woman from a Muslim family kept on after being a 24/7 fixer for the ACA website.
Analysis:

3.       Statistician, a black male recruited from a LinkedIn data mining group
Security:
   4. A Persian woman on loan from the NSA.  IQ > 150, PhD from Johns Hopkins.
   5. IT:  A white male that worked for various defense contractors.

Trump’s team gets together (Donald, Bannon, Jared Kushner, and Ivanka) and decide:

   #1, and #2 have to go, obviously.
   #3 already quit, and took a job at Google
   #4 Donald said she was at best a 7.
        Kushner couldn’t keep her eyes off her.
        Ivanka didn’t like  her.
        Bannon said she `had an attitude’.
   #5 stepped aside to let the FSB do its work.

It appears that https://petitions.whitehouse.gov/ is no longer counting signatures, someone doesn't want to hear what we think anymore.
