Here’s one<https://www.research.va.gov/mvp/> established program.   There are at least a dozen biobank efforts<https://www.cuimc.columbia.edu/news/new-covid-19-biobank-columbia-opens-researchers> in the US, but it could be so much more if there was a federal government worthy of our trust.
