Even more apropriate if the app had microphone access and did pattern
matching with gunfire (and bullet-tumble) sonic signatures.   As with
Street Bump a single sighting (sounding) wouldn't report... it would
require a number of correlated reports to generate an "actionable"
response...     human-in-the loop confirmation could help with
discrimination training.  

With proper sousveillance concept implementation,  app-owners needn't
worry about being identified as the "source" of the intell...  SG can
explain the details of that.   I think it degenerates to something
equivalent to a distributed ledger system.
