[FRIAM] Breakfast in Santa Fe

When I first moved to Los Alamos, the armed Protective Force there had 
just built a new gun range which included a course for training in "live 
battle" (think SWAT).   They had elaborate protocols using blank 
ammunition in place to prevent live-fire accidents, but within the first 
couple of years, one of the guards ended up shooting his best friend 
(also a guard) by accident.    I never learned the details of how this 
happened, but obviously one or more live rounds made it into the 
shooters weapon.

They shut those exercises down, at least for a few years... they may be 
back to those.

If that context, and the movie set context can't achieve zero-defect 
safety why would any bunch of yahoos running around playing cop/army 
with their expensive toys be any safer on average?
