It's an open access article that complexity digest picked up.  The title
and the abstract somehow got me going down the wrong path, either senility
or some non-native-english-speaker-english effect.

They want to monitor infectious agents in waste-water at twenty or so
airports around the world - big busy airports - they figure a small network
of sentinels will do the job.
