Not for many who have lived in Texas.  

When I moved to Austin for grad school, it was really a pretty sweet town in all sorts of places, from the hipsters to the Mexican neighborhoods to the Old Farmers.  That was a long time ago now.  But I had the good luck to choose to spend time with them all when that was on offer.

That was where I learned that y’all is singular, and all-y’all is needed for the plural.
