Not lightweight/high temperature ceramic flechette shaped tubes filled with compacted space-junk for mass?   Less launch expense, clean up some orbits?   Logistics of gathering is probably the limitation.

When will Musk announce TractorBeam(tm) as a company?   Or will the announcement just look like a crater somewhere?
