Anything where one could write down a function to give a goodness for different courses of action can be given names for its phases and phase transitions as well. Societies transitioning toward war (gas?) from peace (liquid?), a person’s brain in a depressed or manic state, etc. Not easy to write down the function nor make precise the courses of action, never mind sample from such a function. I would like to sample from the space of Will Smith’s professional and domestic life and understand the specific heat to cause him to slap Chris Rock. Cocaine use may be a free variable in there somewhere.

That is a bizarre distinction, that can only be maintained within some sort of odd, contextless discussion. If you tell me the number of atoms of a particular substance that you have smushed within a given space, we can, with reasonable accuracy, tell you the density, and hence the "state of matter". When we change the quantity of matter within that space, we can also calculate the expected change in temperature.
For example, when there are 25 moles of propane in the tank under my grill, the state of matter is liquid.
